First sod turned on $140m Harbour Frankston project

The first sod was turned today at the construction site of Frankston City Council’s $140 million Harbour Frankston project.

The development follows the highly successful Horizon Frankston at 1 Plowman Place, which was the fastest selling development in Victoria in 2023.

Harbour Frankston is one of the first projects to get underway since the implementation of the Frankston Metropolitan Activity Centre (FMAC) Structure Plan into the Frankston Planning Scheme.

Mayor, Kris Bolam said the start of construction of the 14-storey development was an important milestone in revitalising the Nepean Highway and transforming Frankston’s City Centre.

“Harbour Frankston aligns with the development envisaged in Council’s FMAC Structure Plan, offering more housing choice to our market, and creating homes in the heart of our CBD that will boost local businesses, and make our city centre safer and more vibrant,” said Mayor Bolam.

In addition to 94 apartments, Harbour includes plans for a range of ground floor retail outlets, such as a wellness centre, gymnasium and food and hospitality offerings.

The FMAC Structure Plan was approved by the Victorian Planning Minister for implementation into the Frankston Planning Scheme earlier this year and was based on extensive community consultation.

It provides a robust roadmap for Frankston City’s growth and transformation in the years to come, balancing the need for more homes and housing choice with appropriate controls to protect Frankston’s unique beachside location.

Applications for proposed residential developments in the centre of Frankston are expected to exceed $100 million in the first three months since the planning scheme was updated.

The commencement of Harbour follows a commitment by the Albanese Government of $50 million towards the Nepean Boulevard Precinct Revitalisation.

The funds will deliver important upgrades to the Overton Road and Nepean Highway intersection.

“In its current state, the Nepean Highway does little to encourage the people who use it to stop and experience Frankston’s growing hospitality and retail offerings. Developments like Harbour, combined with our Nepean Boulevard Precinct Revitalisation project, will transform the way locals and visitors perceive, utilise and interact with the entire City,” said Mayor Bolam.

The Harbour and Horizon developments together will bring more than 300 additional residents into the city centre, and represent a combined investment of $200 million.

Harbour is scheduled to complete construction by mid-2028.
