New tech pathway for Victorian local government planning

Innovative technology and transformation sector company, ADAPTOVATE, and Enterprise AI (EAI) – a trusted provider of intelligent planning and compliance solutions – have been appointed to the Victorian Government’s AI in Planning Panel, a significant milestone in advancing digital transformation within local government planning.

The initiative, developed in consultation with the Municipal Association of Victoria (MAV), reinforces the state’s commitment to supporting councils with practical, scalable AI tools that enhance planning efficiency and community outcomes.

The councils Association has established MAVlab, a catalyst for new ways of working that help councils respond to increasingly complex social, environmental, economic, technological, and leadership challenges.

Building on ADAPTOVATE’s partnership with the successful NSW AI Solutions Panel, the Victorian AI in Planning Panel offers councils a clear, streamlined pathway to adopt proven AI solutions.

Through their membership, Victorian councils can now directly procure ADAPTOVATE’s Development Assessment Intelligence System (DAISY) and related services without the need for open tender, providing faster, ready-to-deploy tools to enhance efficiency and accuracy in the Development Assessment (DA) process.

“Our system helps councils reduce assessment times, improve data accuracy, and scale their operations, ultimately supporting more efficient and affordable housing outcomes for local communities.”

DAISY delivers the acceleration and simplification councils need in the DA process, automating complex steps, reducing administrative burden, and enabling faster, more consistent planning outcomes.

“This initiative allows councils to focus on results, not red tape,” said Mr Gumley.

“With DAISY and our partnership with EAI, we’re ready to support Victorian councils as they scale their development assessment processes to meet growing community needs.”

Built on Enterprise AI’s platform that is backed by Microsoft’s AI Foundry, DAISY uses generative AI to assist residents and councils in navigating the DA process. It provides real-time, multilingual guidance on planning rules, documentation requirements, and document validation, and prepares high-quality submissions for input into digital planning portals.
