Western Australia’s City of Mandurah has been rated the best performing council in the nation according to the inaugural Snap Send Solve Community Satisfaction Index.
Residents ranked the City of Mandurah as the best council in the nation ahead of the City of Port Adelaide Enfield in South Australia, the City of Whitehorse in Victoria, Manningham in Victoria and the City of Cockburn in Western Australia.
Snap Send Solve is an app-based service that enables the public to use their mobile phone to photograph, geotag and report issues that need fixing. Snap Send Solve ensures the report goes to the right service provider, often a council.
The Snap Send Solve community satisfaction index combines survey responses from more than 13,700 Australians with the report ratings of nearly 70,000 Snap Send Solve users to rank councils nationally.

Overall, Australians gave their councils a modest 61.2% satisfaction pass mark, with Western Australians rating their councils the best in the nation with an index score of 62.7%, including five councils ranked in the top 10 nationally.
South Australian councils ranked second, scoring a collective 62.1% satisfaction rating, and Tasmania third at 61.6%, while Victorian, NSW and ACT residents gave their councils the lowest pass marks.
Metropolitan residents at 61.6% were more satisfied with their councils than regional or country Australians at 60.8%
According to the 2025 annual report, Snap Send Solve users reported 1.4 million issues to hundreds of councils and other service providers to June this year, up 23%, topped by reports about Rubbish and Bins, followed by Parking and Cars and then Abandoned Trolleys. Graffiti and Vandalism was one of the fastest growing categories of reports, while the popularity of scooters contributed to a big jump in reports about public transport.
