Bathurst Regional Council is seeking community feedback on a Planning Proposal which aims to create residential development on land currently zoned as industrial close to the city’s CBD.
Mayor, Robert Taylor said Council considered the matter earlier this year and the planning proposal for 18 Lambert Street was now on public exhibition until 20 July as part of Council’s resolution.
The proposal seeks to amend the Bathurst Regional Local Environmental Plan 2014 and the Bathurst Regional Development Control Plan 2014 to enable residential development on land currently zoned for industrial use. This includes transitioning the site to a residential zone and introducing planning controls to guide future housing outcomes.
Mayor Taylor said the site is within an established urban area, close to the CBD, services and infrastructure.
“The proposal aims to support additional housing supply and a broader range of housing options, while ensuring development is compatible with the surrounding neighbourhood and heritage context.”
Key elements of the proposal include:
- Rezoning part of the site from industrial to residential to allow housing consistent with the surrounding area;
- Enabling standard subdivision outcomes across the site;
- Supporting a mix of housing types, including dual occupancy and medium-density housing;
- Retaining the existing 9 metre height limit;
- Adding the site to Precinct 1 – Medium Density Housing in the DCP density controls.
The proposal also includes preparation of site-specific Development Control Plan (DCP) provisions to guide built form, landscaping, amenity, heritage response and public domain outcomes.
Mayor Taylor said the consultation marked an early stage in the planning process.
“A Planning Proposal does not approve development, but instead sets the planning rules that would apply to any future development application, which would be subject to further detailed assessment,” he said.
“Community members are encouraged to review the proposal and provide feedback during the exhibition period.”

Mayor Taylor said the proposal represents an opportunity to support housing supply and diversity in the city.
“This proposal will help deliver additional housing in an established area of Bathurst and provide more choice in the types of homes available,” he said.
