Leeton Shire explores practical e-mobility policy

Leeton Shire Council has announced it is exploring practical and community-focused ways to respond to the increasing use of e-bikes and e-scooters across the local government area.

At its September ordinary meeting, Council discussed the challenges and opportunities presented by the growing popularity of the devices, acknowledging their role as a convenient and accessible transport option for many residents, particularly young people.

Mayor, George Weston said Council’s approach is centred on community safety while recognising that e-bikes and e-scooters are now a regular part of everyday life.

“We know these devices are being used by residents across the Shire, and they provide a practical way for people to get around. At the
same time, Council has a responsibility to support community safety and ensure users understand and comply with the relevant laws,” said Mayor Weston.

Council noted that the regulation of e-bikes and e-scooters is governed by NSW legislation, with enforcement responsibilities resting primarily with the relevant authorities. While Council’s powers are limited under existing laws, councillors discussed opportunities to work collaboratively with community stakeholders to improve awareness and encourage responsible use.

The discussion highlighted concerns raised by residents regarding rider behaviour, pedestrian safety and the use of devices in public spaces.

Councillors also recognised the importance of education and engagement rather than relying solely on enforcement measures.

The Council says it will continue to investigate options available within its existing powers, including awareness initiatives, partnerships with key agencies and community education programs aimed at promoting safe and responsible use.

Mayor Weston said the objective is to achieve a balanced outcome that supports both safety and accessibility.

“This is about finding sensible solutions. We want residents to be safe, informed and respectful of others while also recognising that e-bikes and e-scooters have become an important transport choice for many people in our community,” he said.

“Leeton Shire Council will continue to monitor developments in legislation and guidance relating to the use of e-bikes and e-scooters and advocate for solutions that reflect the needs of regional communities.”
