Brimbank City Council has lodged a submission on Development Victoria’s proposed Cairnlea development, expressing concerns with infrastructure outcomes and the stripping of Council powers in relation to the development.
“Both Council and our community have significant concerns about Development Victoria’s proposed Cairnlea development in its current form,” said Brimbank Mayor, Jasmine Nguyen.
“We’ve voiced these concerns previously, including our objection to Council being stripped of its powers in relation to this development.”
The Mayor said the submission Council has lodged highlights a significant range of issues for future residents.
“This development has the potential to deliver a range of economic, social and environmental benefits to Brimbank – but not in its current proposed form,” she said.
“Council will continue to do its best to seek the outcomes that Brimbank needs from this development.”
The proposed development is currently being exhibited as Amendment C222brim to the Brimbank Planning Scheme.
Amendment C222brim applies to 147A Cairnlea Drive and 26S Glenbrook Avenue, Cairnlea. The site is owned by Development Victoria which requested the amendment to facilitate the use and development of the land for residential, retail, commercial and community uses.
The proposed plan would see major changes to Cairnlea, including affordable housing, aesthetic features, trees and a mix of uses on the site, Council said in a statement.
“Council’s submission addresses a range of concerns about Development Victoria’s proposal, including development density, development contributions, provision of community infrastructure, particularly given none of the community and other infrastructure identified by Development Victoria forms part of Council’s long term budget, and the stripping of Council’s responsible authority powers for the development,” it said.

Council has previously informed Development Victoria of community concerns and has also raised objections to Development Victoria’s seeking to make the Minister for Planning the responsible authority for specific permits on the site, and for the Minister to be the planning authority for the proposed planning scheme amendment.
