Baw Baw Shire’s new Library and Learning Centre has reached a major milestone, with the early works contract awarded by Council.
Becon Constructions has secured the early works package valued at $857,000 to carry out site preparation, earthworks and essential service installation ahead of main construction.
“The early works contract signals real progress on the ground and the first step in transforming the vision into reality,” said Baw Baw Shire Mayor, Kate Wilson.
“Although there has been little visible action on site so far, everyday behind the scenes the project is being progressed by a skilled team of project managers, architects, consultants, contractors and Project Reference Group (PRG).
“Soon the site will be a hive of activity and well on its way to becoming a much-loved space that will serve our growing community for generations to come.”
In a statement, Council said the procurement process for the main construction contract remains ongoing with Becon Constructions. The inclusion of an Early Contractor Involvement (ECI) process allows Council to engage a builder early in the project giving the builder, architects, and consultants the opportunity to work together to review the design, construction methods, staging, costs, risks, and overall program. This in turns helps to reduce risk and provides greater cost certainty before the main construction begins.
Ausnet has recently completed installation of a new power substation including works to underground existing overhead powerlines.
The $30 million project is being funded in collaboration with all three levels of government. Council will contribute $10 million, the largest investment in a single project to date, with the balance funded through grants from the Victorian and Commonwealth Government.
“Now that the funding arrangements have been secured, it’s all systems go. We’ve reached the point where the many years of planning, advocacy and design are coming together to bring the vision to life”, said the Mayor.
The new Library and Learning Centre will be located on the corner of Albert Street and Civic Place in Warragul, adjacent to the West Gippsland Arts Centre and Civic Park.
The project is set to include:
- New community library, including a children’s library, maker’s space, video gaming, reading, collection and study areas
- Creative and cultural space
- Community meeting rooms
- Consulting rooms
- Co-working spaces
- Public terrace area
- Changing Places facilities
- Public amenities including a parent’s room and accessible facility
- Plaza and pedestrian connection to the West Gippsland Arts Centre
- Additional parking for the precinct
- Outdoor Activation Space connecting to the wider Civic Park.
