Toowoomba Regional Council has taken regulatory action against Circular Communities Australia following extensive investigations into odour and noise concerns associated with the company’s plastic recycling activities in Torrington.
After receiving a significant number of complaints from nearby residents, Council’s Environmental and Regulatory Services Branch undertook a thorough and detailed investigation into the site’s operations. This work has resulted in the issuing of an Enforcement Notice under the Planning Act 2016.
The notice requires Circular Communities Australia to immediately cease processing and to remove all materials that are known to be causing an environmental nuisance beyond the site boundary.
Council Chief Executive Officer, Sal Petroccitto said the action demonstrates its commitment to safeguarding local amenity and responding promptly to community concerns.
“Our officers have undertaken a comprehensive investigation, and this Enforcement Notice sends a strong message that environmental nuisance will not be tolerated. Council will always act to protect the wellbeing of our community and ensure businesses operate within their approved conditions,” said Mr Petroccitto.
He said Council values the role of recycling industries in the region but expects all operators to meet their environmental responsibilities.
“We support innovation and sustainable industry, but it must be balanced with the rights of residents to enjoy their homes without unreasonable disruption.”
In a statement, the Council said it will continue to work with the business operators to ensure all prescribed measures are undertaken before recommencing operations in accordance with their Development Approval and Environmental Authority.
