Outer Western Sydney Alliance welcomes new CEO

Outer Western Sydney Alliance (OWSA) Chair and Penrith Mayor, Todd Carney, has announced the appointment of Christian Gillies as its new Chief Executive Officer, commencing Monday 2 November.

Mr Gillies (pictured) is a senior infrastructure and public service executive with more than 25 years’ experience. He has served as a Deputy Secretary in the Tasmanian Department of State Growth and, from 2016 to 2024, as an Executive Director at Infrastructure NSW, where he oversaw major infrastructure programs and advised the NSW Government on infrastructure development and investment.

“Outer Western Sydney has emerged as the growth engine powering the state’s future,” Mayor Carney said.

“With Western Sydney International Airport now open, the decisions made over the next few years really matter.

“Few regions in Australia bring together a global airport, advanced manufacturing, productive agricultural land and a World Heritage landscape within a single growth corridor. OWSA brings seven councils together to make sure this potential is realised for the people who live, work and invest here.

“Christian’s experience across infrastructure and government will strengthen our position to advocate for the region, and I’m delighted to welcome him to the role,” he said.

Mr Gillies said he looked forward to working with OWSA Councils to raise the region’s combined voice to achieve meaningful outcomes for Western Sydney.

“This is a time of immense opportunity for Outer Western Sydney,” he said.

“OWSA will be a constructive partner to the NSW and Australian Governments, bringing agreed priorities, backed by evidence, so investment in transport, housing, jobs and services keeps pace with growth.”

Mayor Carney also acknowledged the significant contribution of departing Executive Director, Joanna Kubota, after five years’ service.

“She has been a passionate and dedicated advocate for Outer Western Sydney, our communities and our Councils and we are thankful for all she has done for our region,” he said.

OWSA is the collective voice of Blue Mountains, Camden, Campbelltown, Hawkesbury, Liverpool, Penrith and Wollondilly councils.
