The WA Government has released new local government design review training and guidance resources in a bid to make the design review process clearer, easier and more consistent for the state’s councils.
The initiative includes a suite of eLearning courses and a Local Government Design Review User Guide, that looks to equip Panel Members, Chairs and Local Government Officers with comprehensive tools to improve confidence, capability and day‑to‑day efficiency.
The Government said design review is a key part of the planning system, providing independent, expert advice early in the process, when proposals can still be refined to better respond to their local context.
The new resources are designed to accompany the Local Government Design Review Manual released in 2025, translating policy into practical tools for participants at every stage of the design review process.
Together, they provide accessible, ‘how-to’ guidance, enabling effective collaboration and informed decision-making, said Planning and Lands Minister, John Carey.
“Design review can help ensure better development outcomes early in the process,” said Mr Carey.
“These new tools support a consistent approach that will create efficiencies to help streamline planning pathways, supporting both local governments and proponents.”
Developed by the Government Architect of Western Australia in collaboration with the Western Australian Planning Commission, the resources respond directly to industry and local government feedback to address variations in design review processes throughout the State.
“Design review works best when it is consistent, constructive and clearly understood by everyone involved. These resources give participants practical support to do this well,” said Government Architect of Western Australia, Emma Williamson.
“The user guide and eLearning courses help Panel Members, Chairs, and Officers understand their roles and contribute with confidence in a collaborative way, which ultimately supports better outcomes for local communities.”
eLearning courses are delivered by the Western Australian Local Government Association (WALGA).
“The eLearning courses will assist to translate policy into practical tools for participants, giving them in-depth understanding in the early stages of the design review process,” said Local Government Minister, Hannah Beazley.
“This fantastic initiative will benefit local governments by assisting and providing them with a deeper knowledge in design planning elements for their communities.”
WALGA President, Mark Irwin said the Association was pleased to partner with the State Government to deliver the new Design Review eLearning courses to assist Panel Chairs, Panel Members, and Local Government Officers.
“Good design is fundamental to delivering high-quality developments, and design review is a key mechanism to ensure proposals are well-resolved, functional and responsive to their local context,” said Mr Irwin.
The design review resources and eLearning courses are available on the Department of Planning, Lands and Heritage website.
