New CEO for Fraser Coast Regional Council

Fraser Coast Regional Council has appointed Mica Martin as its new Chief Executive Officer following a special meeting on Friday.

Mayor, George Seymour said Councillors were delighted to appoint a highly-experienced and respected local government leader to guide the organisation into its next phase of growth and renewal.

“Mica Martin brings over 30 years of leadership experience across Queensland councils and has a proven record of delivering strong financial management, infrastructure investment and organisational reform,” he said.

“Her experience at both Cairns Regional Council and Brisbane City Council demonstrates an ability to lead large, complex organisations while keeping community outcomes at the centre of decision-making.

“We look forward to working with her as we continue to build a connected, sustainable and vibrant Fraser Coast – a region where older residents can age comfortably and younger generations see a bright future to live, work and raise families.”

Ms Martin was previously Chief Executive Officer at Cairns Regional Council from 2021 to 2024, where she led more than 1,200 staff and oversaw an annual $430 million budget.

During her tenure at Cairns, the Council secured $400 million in bipartisan water security funding, achieved unanimous key stakeholder endorsement for Olympic legacy infrastructure, securing $91M in grandstand upgrades, positioning the precinct for elite sporting teams and implemented an enterprise resource planning system to modernise its operations.

Prior to that, Ms Martin spent more than two decades at Brisbane City Council, including as Executive Manager of the $800 million Field Services unit with 1,900 staff, overseeing parks, civil construction, waste, fleet, quarry and asphalt operations.

“I’m delighted to be joining Fraser Coast Regional Council and to have the opportunity to work alongside the elected members, staff and community to lead the organisation into an exciting new chapter,” said Ms Martin.

“The region has enormous potential, and I look forward to helping shape a thriving, connected and sustainable future for the Fraser Coast.

“My family and I are looking forward to settling in, getting involved and making the Fraser Coast our home.

“It’s a privilege to lead an organisation so committed to delivering for its community, and I’m excited to help build on that strong foundation to ensure a prosperous future for generations to come.”

Mayor Seymour said Ms Martin’s appointment followed a comprehensive recruitment process and reflected Council’s commitment to strong governance and strategic leadership.

“Mica’s career shows a consistent focus on community service, staff development and financial sustainability – values that align closely with the priorities of this Council,” he said.

The Mayor also paid tribute to current CEO, Ken Diehm, for his professionalism, commitment and steady leadership throughout his tenure over the past eight years.

“Ken has dedicated his career to public service, and the Fraser Coast has been very fortunate to have benefited from his experience and integrity,” he said.

Mr Diehm will stay on in a transition role with Council until he retires in mid-2026.

Ms Martin will commence her role as Chief Executive Officer on Monday 24 November.
