Hornsby draft delivery program goes on exhibition

Hornsby Shire Council’s draft 2026-2030 Delivery Program and 2026-2027 Operational Plan (DPOP), has been adopted for public exhibition.

In a statement, the Council said the local community had made it clear that the future challenges for Hornsby Shire include responding to population growth, addressing housing affordability, traffic and transport issues, responding to economic and technological change, taking action on climate change, and enhancing the social resilience within the community.

The plan includes a significant program of capital projects, including extensive renewal of local roads, footpaths and shared paths, stormwater upgrades to reduce flood risk and pollution-capture devices to protect waterways.

This year, Council will spend $61 million across 95 capital projects and $150 million on services for the community.

“A key focus of the Delivery Program and Operational Plan is creating a liveable Shire. Council will continue to invest in community facilities, parks, open space and recreation opportunities that support health, wellbeing and social connection,” said Mayor, Warren Waddell.

“Major projects and public domain improvements, in particular in Galston, Asquith, Mt Colah, Pennant Hills and Hornsby, will enhance our town centres and villages. These projects will improve accessibility and create safe, functional and attractive places for all to enjoy.”

Other highlights of the DPOP include:

  • Local road and traffic improvements ($8.8 million)
  • Footpaths and shared paths ($3.7 million)
  • Improvements to parks, playground and sporting facilities ($6.9 million)
  • Open space recreation including Hornsby Park and Westleigh Park ($21.2 million)
  • Drainage improvements ($2.5 million)
  • Public domain upgrades ($6.3 million)

The 2026-2030 Delivery Program and 2026-2027 Operational Plan will be made available for the community to give feedback from 9 April to 11 May. Following public exhibition and consideration of all submissions, the Delivery Program and Operational Plan will be referred to Council for further consideration and adoption before 10 June.
