EOI opens for new Greenmount water treatment plant

The Toowoomba Region is a step closer to securing a new water treatment plant in Greenmount, with Expressions of Interest (EOIs) now open for suitably qualified contractors to design and construct the critical infrastructure.

The major project is set to support long-term water security and cater for population growth in the southern part of the Region.

Toowoomba Region Deputy Mayor and Strategic Water Planning and Capital Delivery portfolio spokesperson, Councillorr Rebecca Vonhoff said the new facility will provide safe and secure drinking water to Cambooya, Greenmount, Nobby and Clifton, (pictured).

“When operational, the Greenmount Water Treatment Plant will connect these towns to the Toowoomba Bulk Water Supply Scheme,” Cr Vonhoff said.

“Water security is a top priority for Council and this project will give current and future communities the certainty and opportunities that come with having a permanent treated water supply.

“The new facility demonstrates Council’s strong investment in the Region’s water infrastructure and the benefits that come from Council partnering with the State Government.

“Council expects the project will act as a catalyst for further development in these four communities.

“This project is about more than water – it’s about planning for a thriving, sustainable community and supporting economic development across the Region.

“We’re now calling on experienced design and construction contractors to express their interest in partnering with us to deliver this vital infrastructure.

“The EOI marks the next stage in the procurement process for the project, with shortlisted respondents to be invited to tender later this year.

“The delivery of the water treatment plant is part of Council’s Four Communities project, which also involves constructing treated water pipelines to these communities.

The Greenmount Water Treatment Plant construction is expected to start in 2026 and be completed in 2027, aligned with completion of the Toowoomba to Warwick Pipeline, approvals and weather conditions permitting.

The Four Communities project is jointly funded by the Queensland Government as part of its Toowoomba to Warwick Pipeline project, and Toowoomba Regional Council.

The EOI closes Tuesday, July 8, 2025 at 2pm.
