Emergency relief centre draft released

The South Australian Local Government Functional Support Group (LGFSG) is inviting feedback and comment on its draft Emergency Relief Centres Joint Operating Guideline.

The LGFSG and the Emergency Relief Functional Support Group (ERFSG) have been working on a Joint Operating Guideline (JOG) setting out the purpose, scope and arrangements for the establishment of Emergency Relief Centres during major emergencies.

The primary purpose of the guideline is to ensure a common understanding of the role of the ERFSG following an emergency as well as who is responsible for designating pre-identified Emergency Relief Centres and how they are activated.

The ERFSG maintains a list of pre-identified sites that may be used as Emergency Relief Centres, so it can respond promptly when an emergency occurs. Any site that has been pre-identified as an ERC will only be activated if the site is needed and it is deemed safe and suitable during an emergency. Only the ERFSG State Manager, or their delegate, are authorised to activate an ERC.

Councils may establish local support centres such as ‘Heat Sanctuaries’ during extreme heat events and/or if mains power supplies fail. However, these centres will not be called Relief Centres. These centres, if established at a local level by a local council, may be more appropriately called a ‘Community Hub’ (i.e. Port Lincoln Community Hub).
