Campaspe Shire Council has approved an update to the Place Based Plan and Township Facility Plan process.
Council says the update will enhance community engagement, governance and decision making processes relating to how plans are implemented once completed.
Mayor, Chrissy Weller said Council had spent considerable time reviewing the process.
“Council has updated the Committee Terms of Reference documents supporting the individual committees, along with the process Council will follow, to clarify the role of the committee members,” she said.
Council also approved an extension of the timeline to undertake this planning. Previously given until May 2023, this process will now need to be completed by October 2023.
“The development of a communications plan was also endorsed, to ensure the community is kept fully informed of the updated process,” the Mayor said.
The process begins with Place Based Plans being developed by each town’s committee and then formally presenting their plan to Council.
“Council will review and consider all elements of each plan. They will determine if and how they align with the 2021-2025 Council Plan vision and priorities. Place Based Plans, noting Council’s endorsed priorities, will then be referred to the town’s Township Facility Planning Committee,” the Council said in a statement.
Township Facility Plans will then be developed by the town’s committee and formally presented to Council. Council will then consider the Place Based Plan endorsed priorities and the Township Facility Plan priorities when developing the annual Council Action Plan and the annual budget.
With all plans completed, a final position on the seven outdoor pools will then be considered.
“Ultimately, the process needs to be delivered effectively and efficiently in an open and transparent way,” Mayor Weller said.
“These changes to the process will ensure that Council meets those targets.”
