Benalla council plan development underway

Benalla Rural City Council has started work on the Council Plan 2025-2029, alongside its Municipal Health and Wellbeing Plan.

The plans will guide the Council’s actions to meet community needs, improve health and wellbeing, and create a sustainable community, the organisation said in a statement.

The Council is working with Ninety Mile Consulting (NMC) to bring the important project to life and ensure it reflects the priorities of the community.

Mayor, Bernie Hearn said the new Council Plan will build on past achievements in areas like infrastructure improvements, community projects, and environmental care. It aims to make Benalla a healthier, more inclusive, and sustainable place to live. By aligning the Council Plan with the Municipal Health and Wellbeing Plan and the updated Community Vision, the Council is showing its commitment to creating a better future for all.

“We are excited to begin this important project,” said the Mayor.

“The Council Plan will guide what we do over the next four years to make sure we meet community priorities. By combining this work with the Municipal Health and Wellbeing Plan, we are putting a strong focus on the health, wellbeing, and inclusivity of all residents.

“Community input is key to the success of this plan. We look forward to working with residents and organisations to create a strong and thriving future for Benalla.”

Council has set out a clear timeline for gathering community input. Planning started in November 2024 and, from this month, community surveys will be launched online.

The Council is also forming a Community Panel, made up of a diverse group of Benalla Rural City residents. This panel will meet several times to discuss and refine ideas in the plan.

The draft plan will be shared with the community in May 2025 for feedback during a public
exhibition period. The process will finish in June 2025, when the final Council Plan is completed.

“There will be plenty of opportunities for people to get involved in the new year so watch this space,” Mayor Hearn said.
