Shire of Murray CEO named IPAA WA Leader of the Year

Shire of Murray Chief Executive Officer, Dean Unsworth, has been named the 2025 Local Government Leader of the Year at the 2025 IPAA WA Achievement Awards.

With more than two decades of experience in local government, including roles at the City of Bunbury, Shire of Bridgetown-Greenbushes, Shire of Gnowangerup, and the Shire of Murray (including being joint CEO at Shire of Murray and Shire of Waroona between 2019-2021), the Council said Mr Unsworth has cultivated a leadership approach that balances economic growth with social and environmental responsibility.

Since becoming CEO in 2007, he has expanded the Shire’s priorities to include economic development and place-making. He also fosters a ‘think big and bold’ approach with his team, to facilitate impactful outcomes, Council said in a statement following his win.

“This strategic shift has been accompanied by increased community involvement in decision-making processes, paving the way for a more inclusive and forward-thinking governance model,” the Council stated.

Shire President, Douglas McLarty said Mr Unsworth demonstrates exceptional strategic leadership as Shire of Murray CEO.

“Dean has achieved significant outcomes across economic development, tourism, environment, and organisational transformation,” said President McLarty.

“Since 2016, Dean’s advocacy and strategic planning efforts have resulted in the Shire of Murray securing hundreds of millions in government investment, underpinning one of the most significant periods of growth and transformation in its history.

“His tenure has been marked by strategic initiatives aimed at regional development. Notably, the establishment of the Food Innovation Precinct Western Australia (FIPWA) and the Exchange Hotel refurbishment.

“Dean is a highly valued leader throughout the organisation. Shire staff appreciate his open, collaborative and outcome-focused approach. His leadership drives clear vision through the organisation and staff are empowered to achieve their areas of responsibility.

“In addition, Council has a high regard and respect for his capabilities and professionalism in leading the organisation to achieving outstanding outcomes for the community. We congratulate Dean on this very worthy award,” he said.
