The Queensland Government has approved a new Temporary Local Planning Instrument (TLPI) which gives City of Moreton Bay Council two years to complete a Planning Scheme amendment to confirm future land uses and infrastructure for Narangba East.
The new Temporary Local Planning Instrument – Narangba East Proposed Future Housing and Employment Area and Early Release Area extends the current TLPI conditions until 18 June 2028.
Deputy Premier, Jarrod Bleijie’s approval comes with new conditions to include future housing outcomes within the TLPI area, and that Council prepares an associated Planning Scheme amendment during the two-year lifespan of the new TLPI, that aligns with Council’s initial timeframe.
The Deputy Premier has also accepted Council’s proposal to include an Early Release Area of land fronting existing industry along Old Gympie Road and Richards Road.
This will allow for a small portion of the TLPI area to transition into appropriate enterprise and employment uses, subject to appropriately mitigating impacts on nearby sensitive areas, such as homes and the environment.
Acting Mayor, Jodie Shipway welcomed the Deputy Premier’s approval and conditions.
“This is an important step to allow Council the necessary time to complete our planning work for the broader Narangba East Rural Residential Investigation Area (RRIA) and it gives residents a clearer pathway forward,” she said.
“The TLPI will support local jobs, housing and environmental interests by ensuring the Narangba East TLPI Area cannot be compromised by incompatible development applications that could fragment planning outcomes for the broader community.
“It also continues to protect landowner rights under the current rural residential zoning until our planning is completed and we’ve had a chance to further consult with the community.”
Council had planned to present a draft Future Directions Report for the Narangba East RRIA to the community for feedback in mid-2026.
It says the timing of this engagement will now be reviewed to allow sufficient time to consider the conditions on future land use outcomes and make the necessary amendments to the draft report.
