New CEO for Western Sydney Regional Organisation of Councils

Western Sydney Regional Organisation of Councils (WSROC) has announced the appointment of Francine Binns as its new Chief Executive Officer (CEO).

The Organisation says Ms Binns is a highly-experienced executive leader with a career spanning government, aviation, infrastructure, education and membership-based organisations.

 WSROC President and Blacktown City Council Mayor, Brad Bunting, welcomed the appointment.

“We are very pleased to welcome Ms Binns as CEO,” he said.

“She brings more than 15 years’ experience leading complex, member-focused organisations, with deep expertise in advocacy, strategy, stakeholder engagement and delivering outcomes for members.

“The breadth of Ms Binns’ experience equips her to navigate complex policy environments, build strong multi-stakeholder partnerships, and deliver meaningful outcomes for councils and communities.

“Ms Binns will hit the ground running, with a strong track record of delivering strategic priorities, strengthening organisational performance and ensuring members receive real value. This will be critical as we continue to support our councils and advocate for Western Sydney.”

Ms Binns said she was looking forward to working closely with member councils and stakeholders.

“I’m delighted to join WSROC and work closely with our member councils to support the people and communities of Western Sydney,” she said.

“This is a region growing and changing rapidly, and local government is at the forefront of delivering the services and infrastructure communities rely on.

“WSROC has a strong record of practical collaboration and effective advocacy. I look forward to building on that foundation—bringing councils together, strengthening partnerships, and delivering outcomes that matter to our region.”

Ms Binns took up her appointment as WSROC CEO today (20 April).
