Clarence Valley releases operational plan for consultation

Clarence Valley Council’s 2026/2027 Operational Plan and associated Integrated Planning and Reporting documents are now on public exhibition.

The Operational Plan is a key document of the Integrated Planning and Reporting suite and sets out the Council’s priorities for the year ahead, from essential services to long‑term planning and sustainability.

“We’re investing in the services you rely on every day,” said Council General Manager, Laura Black.
 
“Projects including the Maclean Community Precinct, upgrades to corporate systems to improve customer experience, and the reopening of Grafton Library are a priority for us.

“We’re also setting the Clarence Valley up for the future, with implementation of the Housing Strategy to support a strong, resilient community and improved water security and quality.”

This year’s draft 2026/2027 Operational Plan includes a Capital Works Program totalling $183 million, with key works including $15.4 million for road and bridge infrastructure projects, $115 million for water and sewer projects, $25.6 million for floodplain, coastal and estuaries work and $11.4 million for community facility and building services projects.
 
Alongside the Operational Plan, public comment is also being sought on Council’s Resourcing Strategy, and Schedule of Fees and Charges.
 
This year, there are 48 new fees introduced into the draft Fees and Charges comprising 13 fees associated with operating aquatic centres across the LGA, 18 new waste services fees, four additional building and development services fees, two statutory fees for public health and environmental compliance and 11 user-pay fees spread across various services to support funding for delivery of Council functions. Council’s Revenue Policy also includes the rating structure for 2026/2027 that will inform the levying of Rates in June.
